Cato’s Bridge Beach Access questioned as erosion permitting nears

A modified erosion-busting project is within months of final approval, but some residents still want the state to stop moving forward.

The Palm Beach County Jupiter Inlet Lighthouse Outstanding Natural Area project is aimed at protecting the area which includes the area known as Cato’s Bridge Beach by the Jupiter Lighthouse from erosion.

The Florida Department of Environmental Protection has been coordinating with the Palm Beach County Environmental Resources Management division to build a three-tiered sheet pile system along 705 linear feet to stabilize the eroding bluff.

Meanwhile, the application for JILONA is complete.

“Final action on the JILONA project application will be taken by the department within 90 days,” said Cristina Llorens, of Southeast District of the Florida DEP. The applicant — PBCERM — said the DEP has until March 20 to take final action, which includes issuing a permit.

“Once DEP issues a permit, the permitting process would then shift to the Corps of Engineers. After both the state and federal permits are ‘in-hand,’ we would pursue funding opportunities then initiate the bid process for construction,” said Michael Stahl, senior environmental analyst with PBCERM.

Stahl said the county has, in fact, completed a design modification “to remove sections of the rock breakwaters along the north 192 feet of the project shoreline.” This modification was submitted on Jan. 20.

Walter Franklin, a Jupiter resident who was involved in the citizen movement to stop the project, has said the sheet pile wall still will block public access from Cato’s Bridge Beach.

Franklin said he is concerned with county engineers’ design because so much is at stake in regards to the public’s access of a beach that so many families have enjoyed through the years. He cited recent renovated docks in Jupiter.

“They had to close the docks because people were complaining they were built too high. Now (the county) has to put in ladders and bumpers for boats to dock there to the tune of $15,000,” Franklin said. “These docks can’t be used until they put the $15,000 ‘Band-Aid’ on it.”

Franklin said at public meetings discussing the JILONA plan, county engineers have pointed to these docks as a “success.”

“These are the same designers for the Cato’s Bridge Beach plan. (The docks) are not well designed and there are serious flaws with it. It raises questions.”

Tequesta resident and Martin County Commissioner Patrick Hayes said the plan raises his concerns, too.

Hayes and many other residents have fond memories of docking their boats and having a fun-filled picnic with their families in the area, he said. Now that may be a thing of the past.

“An alternate plan was resubmitted to the DEP; they agreed to open 125 feet. However, part of that 125 feet has stones on the shoreline. They’re going to break it into sections,” Hayes said.

“You can’t get very many boats in a 20-foot opening, last time I checked,” Hayes said, adding that the project is unnecessary.

“That part of the beach is not eroding. It looks like they want to eliminate the beach and have a mangrove shoreline; to force manatees to a more congested channel. A number of people are concerned that this will force manatees to be in greater competition with boaters.”

Hayes speaks to many residents indicating their opposition to the JILONA project as reflected in the Save Cato’s Bridge Beach Facebook page, which currently has 1,567 “friends,” he said.

“I haven’t had anyone say to me that I’m on the wrong side of this issue,” Hayes said. “(The county) just wants to chase the public away (from Cato’s Bridge Beach).”

Unprecedented: 30m Larssen Sheet Pile Cofferdam Project in China

Ying River Bridge, located in Fuyang city China, is one of projects of Fuyang-Liu’an railway. Bridge Information

The bridge with 5540.16m in full length is the main river channel across the junction of the country. The main span is designed to use a joint of 70+120+70 m continuous beam with variable cross-section. The main pier No.46 and No.47 of main span located in the main channel of Ying River are designed to use 20 φ2.0m group pile foundation with 83m and 86m long. The bridge involving in deep water pile foundation, end pile bearing platform, piers bit high and large span is the key and safety construction in Fuyang-Liu’an railway project.

Why 30m Long Larssen Sheet Pile

Firstly, larssen sheet piling has alot of advantages like  fast speed of construction,feasible and safe, high efficiency,low cost, obvious and good sealing effect and so on.

Secondly, as the bridge project is under tight construction schedule requiring high technology, the construction is very difficult in normal way. So by experts and professors’ brainstorming, they decided  to use  larssen sheet pile as the preferred solution in this bridge’s deep pile foundation and bearing platform construction.

The project uses imported Larssen IV type steel sheet pile, the cofferdam is designed as  28m*24m size in  rectangle plane, so we can use steel cofferdam, internal support and steel columns in the middle to form a system to enhance the stiffiness of steel sheet piles. In addition, according to the structural design of steel sheet piling cofferdam, the maximum cantilever length of sheet piles is up to 19.5m,  the cantilever length of sheet piling in the end bearing platform is also up to 17m, so the experts group decided to set length of steel sheet pile as 30 meters.

Why Cold Formed Sheet Pile

The sheet pile manufacturing process involves forming the material by either cold formed or hot rolled (press-braking) way to achieve the desired shape.

When steel is formed by press-braking or cold rolled forming, there is a change in the mechanical properties of the material by virtue of the cold working of the metal. When a steel section is cold-formed from flat sheet or strip the yield strength, and to a lesser extent the ultimate strength, are increased as a result of this cold working, particularly in the bends of the section.

Three Sheet Pile Removal Points

During the backfilling process in pit foundation , we have to remove those driven sheet piles for repeated use after dressing in the future. In sheet pile removal, there are three very important points we must pay attention to.

1. Removal Time

Sheet pile removal will generate some vibration. Too much soil put out will cause soil displacement and ground subsidence resulting in unpredictable consequences. So for end-closed sheet pile wall, the starting point of removal should be 5 piles away from corner pile, if necessary use removing method by intervals of some piles. If the condition permits, use vibratory hammer to pile again to reduce soil adhesive force.

2. Removal Order

The order of sheet pile removal should be in the reverse order from pile driving.

3. Pile Hole Treatment

For pile holes left in sheet pile removal, it is necessary to timely backfill to reduce the impact on nearby buildings, we can use the method of removing sheet pile while filling sand or concretes.

In addition, in order to effectively remove all sheet piles, when in pile driving construction we should make a detailed record and investigation on each case. By the records, we can determine the difficulty degree for each pile removal. In the product protection for sheet pile’s recycling, all sheet piles pulled out should be promptly removed sediment and coated with oil, and straightened for piles with larger deformation. Complete sheet piles that in good condition should be transported out of construction site in time and stacked on a flat ground.

Three Typical Sheet Pile Driving Methods

1. Single Pile Driving Method

From one of corners of sheet pile walls, drive the pile one by one until the end of the project. This method is convenient, fast and does not require auxiliary support, but pile easily incline during driving, and the error accumulation is not easy to correct.

2. Screen-Piling Method

Put 10~20 sheet piles in rows into the leading guide or frame to shape it like a screen wall, then pile driver play back and forth, first drive both ends to the required depth, then pile the middle sheet piles sequentially. This method prevents the sheet pile’s larger inclination by reducing the tilt error accumulation, and easy to close up after construction. But its drawback is that construction process is a bit slow, and need the erection of a higher pile frame.

3. Piling by Waling Piece Method

At a certain height on the ground some distance from the axis, firstly build single or double layers of circle waling pieces as bracing system, then insert sheet piling one by one inside. When four corners are closed up, gradually drive sheet piles block by block in steps’ way to the designed elevation. This approach ensures flat size of sheet pile wall, squareness and flatness, it is suitable for occasions requiring higher precision, fewer pile amounts. The disadvantage is the complexity and slowness in construction, and it requires shaped sheet pile in wall closure.

Steel Sheet Pile Pit-Retaining Structure Design Classification

Design of steel sheet pile retaining structure in foundation pit can be divided into the following three categories:

1. Cantilever Support Structure – when the excavation is not very deep, the cantilever support structure can be used to block soils behind the wall.
